“An unprecedented agreement for safer, fairer, more responsible football. In partnership with the Ministry of the Interior, the Ministry of Justice and the Ministry of Sports, Youth and Associative Life, the Professional Football League has today signed a new agreement for the security of the organization of football matches. This ambitious text marks a historic turning point, almost 26 years after the last national convention in the matter. Fruit of more than two years of collaborative work initiated by Alain Bauer's report devoted to the improvement of the safety and security of Ligue 1 and League 2 matches, this agreement lays down the basics of a reinforced co -production of security, based on the clarity of roles, the effectiveness of procedures and the common commitment of the State, clubs and the professional football league. This convention thus embodies the best of French cooperation: an unprecedented alliance between three ministries to meet the new challenges of modern football.

Three clear priorities are set by this agreement.

– Secure the entire supporter route, from the purchase of the ticket to the return to home, thanks to a three -phase approach: upstream (risk analysis, consultation and preparation), during (unique clarified piloting in PC security), and after match (identification/arrest/conviction of any troublemakers, systematic experience feedback).

– Clarify the responsibilities of each actor, by strengthening cooperation between the State, the clubs, the security forces and the courts.

– Strengthen local anchoring, with the creation of local security contracts and the designation of referent police from clubs.

A firm and effective response to violence so that football stadiums are only and only festive and friendly places. This agreement thus facilitates the sharing of information between administrative and judicial authorities, making it possible to identify and lasting the troublemakers of trouble. ”
